Income-based tuition guarantees are on the rise, with many universities saying they aim to make their already-generous financial aid policies as explicit as possible. When Jake Winston began looking at colleges in fall 2019, he was primarily looking at public colleges in his home state of North Carolina, as he felt those would be the only institutions he could afford. He was interested in Washington & Lee University, in Virginia, due to its location—far enough for a change of scenery, but not so far he couldn’t visit home—and its rich and complex history. But he didn’t think he could afford the high price tag.

Federal scrutiny and the deployment of the National Guard have made life “eerie” at George Washington University. Some students and faculty say they’re being kept in the dark.
