The White House had canceled more than $400 million in research funding to the university, saying it had failed to protect Jewish students from harassment.

When the government is often behaving unchecked by the law, the idea of a binding contract is a fantasy.

The Trump administration has continued to pressure the university despite continuing talks to settle a monthslong dispute over the federal government’s role in higher education.

The department said it was examining whether universities that provide financial help for children who arrived in the country as undocumented immigrants are discriminating against U.S. citizens.

The SCORE Act meets the NCAA’s demands and would prohibit student athletes from being recognized as college employees. House Republicans advanced a bill Wednesday that, if passed, could overhaul America’s college athletics system. The legislation, known as the Student Compensation and Opportunity through Rights and Endorsements, or SCORE, Act was designed to settle confusion over how college athletes can and should be able to profit off their name, image and likeness as well as their college’s revenue.

The university said the government would resolve its investigations and restore most of the $400 million in research funding it had stripped from the institution.
