Thanks to strong public equity markets, endowment returns bounced back after falling last year. But they’re still a long way from the sky-high returns of FY 2021. Endowment returns for fiscal year 2023 are up 7.7 percent according to the latest study by the National Association of College and University Business Officers and Commonfund. That marks a reversal of fortunes after returns fell by 8 percent in fiscal year 2022.

The money comes from a fund designated to pay off insurance claims and refund payments to borrowers, though the education secretary can authorize other uses. The U.S. Education Department wants to spend up to $50 million to help underresourced colleges adjust to the new Free Application for Federal Student Aid, but more than a week after publicly announcing that plan, there are more questions than answers about who will get the money, what they can use it for and what kind of impact it will have.
